Analisis Kesiapan UMKM dalam Menghadapi Sertifikasi Halal Wajib 2026 di Indonesia

Abstract

Halal certification is a mandatory requirement for all food and beverage products distributed in Indonesia. Since the issuance of Government Regulation No. 42 of 2024, Micro, Small, and Medium Enterprises (MSMEs) have been granted until 17 October 2026 to obtain halal certification. This study analyzes the readiness level of MSMEs in facing the 2026 mandatory halal certification policy using a mixed-methods approach that integrates quantitative data from the Halal Product Assurance Organizing Agency (BPJPH) and qualitative analysis of 25 food and beverage MSMEs across five regions. The findings indicate that out of 64 million business actors in Indonesia, only 2.4 million have obtained halal certification, representing approximately 3.75 percent. Factors influencing MSME readiness include regulatory knowledge, quality of certification services, halal awareness, human resource capability, and availability of production facilities. The study reveals that knowledge is the most dominant factor, with a regression coefficient of 0.384 (p<0.001), followed by service quality with a coefficient of 0.244 (p=0.010). The main obstacles identified include limited financial resources, lack of socialization, administrative complexity, and limited availability of halal-certified raw materials. In conclusion, MSMEs require intensive support in the form of structured education, technical assistance, financial facilitation, and streamlined procedures to increase readiness levels to 60–70 percent by 2026. Recommendations include cross-stakeholder collaboration, region-based halal literacy programs, and the integration of digital technology into the certification process.
